World Class Commissioning for South Staffordshire
World class commissioning programme (WCC) is a ground-breaking approach to identifying and meeting local health needs.
Aims and Background
The term ‘commissioning’ describes the process through which Primary Care Trusts (PCTs) assess local health needs, identify the services required to best meet those needs, and then buy those services from potential healthcare providers. WCC is important because it is transforming the way we do this; it takes best practice from this country, and from health systems around the world, to help PCTs like ours to commission services in the most effective way,
This programme – the first of its type in the world – will help us ensure the delivery of better services which are more closely matched to local needs. It will result in better quality of care, improved health and well-being and a reduction in health inequalities across the community.
Every PCT’s progress on WCC is assessed through an annual ‘assurance’ process. Because this is such an ambitious programme - the only programme of its type in the world - PCTs are not expected to score highly in this first year. The process will however identify a clear path to towards becoming world class.
Local Results
Every PCT has recently been through the first round of assurance and you can now access our results.
Our assurance report highlights strengths in our approach through our local leadership – notably demonstrated through our financial planning, clinical engagement and our ability to conduct constructive partnership – but also provides insight and guidance into areas such as the need to effectively work with organisations to purchase high quality health care for local people and secure the required clinical and health and wellbeing outcomes. Also to proactively build meaningful relationships with patients and the public to build on our current consultation programme - both issues that we will need to address on the road ahead.
We now need to work with these recommendations to drive progress on our five-year strategic plan and help us evolve into world class commissioners.
It is important to see these results in this context. This is the first year of a ground-breaking programme, and every PCT is developing its capability and capacity to transform its approach to commissioning. We are grateful for the insight and guidance within our assurance report as it will help us with our development on what will be a long-term, challenging journey – but one that will deliver real and tangible benefits for our local community over the next three to five years.
