South Staffordshire Primary Care Trust (PCT)

Expressions of Interest to Tender for the Provision of Healthcare Services at the new Featherstone 2 Prison

South Staffordshire PCT seeks expressions of interest from suitably experienced and qualified service providers who would like to be considered for the provision of a wide range of health services at a new prison (Featherstone 2) on the Featherstone site on the outskirts of Wolverhampton. 

In January 2011 South Staffordshire PCT was advised of alterations to the population proposed for Featherstone 2. Featherstone 2 is now planned to be a Category C Trainer establishment for male adults.  It is proposed the prison will house 1605 adult male prisoners, although there is a possibility that in the future changes in prisoner population management strategies may result in alterations to the prison’s role and function.  

There will be three separate service categories. The intention of the PCT is to contract for each area with one primary provider being appointed for each category.   This does not preclude a single provider from tendering for all three areas or the same provider being appointed for all 3 categories. The service categories are:-

  • Primary Care services to include nursing, medical, dental, optometry, therapies and sexual health/GUM (OJEU reference no 2011\S43-071056)
  • Mental Health services to include primary care and secondary care (OJEU reference no 2011\S42-068921)
  • Substance Misuse to include IDTS and alcohol (OJEU reference no 2011\S43-071055)

Expressions of interest from consortia or partnerships are welcomed.

The contract will be for a period of 3 years with an option to extend for up to a further 24 months.

Planned to open on 1st March 2012, the prison will be fully occupied over a 6 to 7 month period.  Initially a small contingent of healthcare staff will be required which will increase in line with the growth in the prison population.  Further information will be available in the Memorandum of Information which will be available with the Pre Qualification Questionnaire available from the HCS BRAVO E Tendering Portal.

Interested parties wishing to participate in the South Staffordshire PCT Procurement must submit an Expression of Interest (EOI), via the Healthcare Commissioning Services (HCS) at https://hcs.bravosolution.com. After registering, log on to the HCS Portal and select Response to OJEU advert and PQQ. Then, select Open Access PQQ and click to express an interest. Then access MY PQQ’s page and construct your response as instructed. You MUST express an interest and complete and return a Pre Qualification Questionnaire (PQQ) for each of the categories you wish to be considered for.
 
Expressions of Interest (completed Pre-Qualification Questionnaires (PQQs) as detailed above) must arrive before 5pm on 5th April 2011.

Shortlisted bidders will be invited to a bidder information event to be held on the afternoon of the 27th April 2011

South Staffordshire PCT reserves the right not to consider any potential Bidder who does not meet the deadline.
